Actually I would see Imperial Guard as the fascists, ie: Nazi Germany. They're all "We hate the Xenos, kill everything thats not human, and if its an abhuman, give him some lowly position"

But the thing is you cant give each of the armies a specific connection to our history.

For example you say that the Space Marines are like the medieval knights, well than what about the Space Wolves, they're clearly Viking Themed, so theyre more of a combo with Medieval Knights and Vikings.

The Tau are a mixture of Democracy, Communism, and Japan.

Space Wolves-vikings in space
Dark Angels- monks in space
Sisters of battle-nuns in space
White Scars-Mongols in space
Ultramarines-Romans in space
Tau-natuve american/ anime japan crossbreed
Valhallans-russians in space
catachans-rambos in space
mordians-parade ground troopers in space
steel legions- nazis in space

every race has a theme grounded in human culture- of course you'll find it in the 40k universe.

"What warriors of men can stand beside the Space Wolves! The Sons of Fenris they are, hardened in the forge of their harsh world, eager for battle and honour. They are the grey warriors, ashen like the wolf, whose greatest joy is to hear the clamour of steel amidst the din of war. None can step before them, they are the first, proud in their strength and jealous of their renown. Through the storms of the warp they come, upon the very tides of terror, but of such dangers they are uncaring. They are the Space Wolves, the Undefeated, the bane of the Emperor's foes."

The Orks resemble nothing of the ancient Scottish.

IG are nazi Germany full stop. The uniforms change, the tactics change, but the underlying ethics do not; the Imperium is facist.

Marines are definately knights, although Space Wolves are more viking.

Tau are "non-European" and "non-American".

Orks are Americans (thick-skulled, obsessed with size and bling, and everywhere).

Eldar are tricky... they represent not one culture of humanity, but an ideology taken to the extreme. Dark Elves are the height of self-gratification, Eldar are the epitome of focus and commitment to a career, or "path", Exodites are dedicated to "rugged" living, whilst Harlequins are exemplars of art, colour, music and dance... oh, and battlefield slaughter on a genocidal scale.

Necrons are a sad attempt at "Space-undead".

Tyranids represent all that is inhuman.

They used to be, sadly. I say 'sadly' as the Ork clans used to be far more important in game, now they are just a background trait.

Well, IG as a whole are Facist, but you get certain regiments are made up to be something else.
Vahallans- Russians
Mordians- IMO the Bundeswher, the modern German army.
Elsyains- Based on the famous paratrooper forces, the 101st, and the Parachute Regiment, etc...
Catachans - 'Nam, specifically Rambo.
Praetorians - Boer war British
Cadians- Modern day Americans with a touch of Starship Troopers (movie)
