After about an hour of debating I deemed this cheap technique unlawful, but I'll explain that later.

The idea was to provide two units with cover saves in the open. X = squad A O = squad B
X O
O O OX X X
X X X O O O

As the rules dictate that "if a model fires through the gaps... between models in an intervening unit, the target is in cover, even if it is completely visible to the firer". Combining this with the rule "If half or more of the models in the target unit are in cover, then the entire unit is deemed to be in cover and all of its models may take cover saves."

So both squads are in cover, nay? NAY INDEED! After all this thought I decided to double check the rules. Guess what? I looked over the part under 'units partially in cover' that says "Models that are completely out of sight are considered to be in cover for this purpose." And to think I would've been up there with that guy who now owns the solar system through some legislative flaw.

It almost disappointed you green tide players, didn't it :-P In any case it was a fun thought and now I have to go back and erase all the army lists I made with this in mind. Any comments on the matter?

It WAS thought of. And by an ORK player. Why they didn't use this because it causes too much trouble gaming and rule wise; TOO controversial and it's just like you're asking people to dreadsock you TO DEATH!

This isn't new, this has sparked a lot of arguments before and it's generally widely accepted that it's a bullshit tactic to use and the perpetrator is worthy of a dreadsock so hard it makes his head literally spin.

While deploying like that is fun you run into a problem actually moving units.

A) Units move one at a time, one unit completing its movement before the next one moves.

B) Models can't move through each other, no matter how often some tyranid players seem to do it.

So it's going to be VERY difficult to practically speaking move your guys around the board if they're set up like this.

I think moving the units around wouldn't be the hardest thing if you have a decent spacing between the models. However, as has already been said, it will probably be seen as a rather "gamey" maneuver. I put it on the level of 4th edition's unassaultable formations. Technically, it's legal, but the logistics are difficult and the whole thing my do little more than earn you a dreadsock to the bonce.
