when shooting blasts at infanry do you half the stregth of weaponry for units not directally under the center.

No. If they're not in the center they still take full power.
You used to roll for the partial hits, but not with the new book.

In the new book, if you fire at a unit with a blast weapon you place the template and roll 2D6-BS Scatter, and then relocate the template.

For every model partially or fully under the template, they take a single full strength hit from the weapon.

I think that you are thinking of something from Fantasy.

i think he's thinking bout barrage weapons... if the centre of a barrage weapon that was fired out of line of sight and it scatters so the hole is out side the hull of the vehicle then yes it does do half damage. but thats the only time it happens... all over time any model fully/partialy under the plate gets a wound at full strength. like what has already been said. unless theres a weapon with special rules sayin otherwise obs
