Default Bike rules question(s)

In 3rd edition, all rules anywhere, in any rulebook, that were about bikes had text that read something along the lines of: "Because one hand is needed to control the bike, the biker does not get a bonus attack from having a second close-combat weapon." Ork and Chaos bikers now get a slugga/pistol and choppa/ccw standard, Orc nob bikers are shown in the codex using two handed weapons, and the Eldar autarch biker model comes with a two-handed gun. Seeing these equipment setups, I looked throughout the 4th ed books. I could not find any reference to this rule.

Was this rule removed in 4th edition?

Can a biker use two close combat weapons to get +1 Attack?

Can they now use two handed melee weapons and guns?

To further elaborate;

The bikers only being able to use one weapon thing in 3rd edition was an "Invisible" rule. It got reffered to a lot, but it was never actually written down as a rule for all bikes anywhere, though a couple of codexs mentioned it specifically in the bike entries.

However it is gone now, a model on a bike may claim +1 attack for having two close combat weapons! YAY!

Evidently the tech priests have discovered cruise control in a STC.
