Default Hit & Run

I have another question about Hit & Run that came up in a game last night. In the rules, it says that the model moves 3d6". Can the model move UP TO 3d6" inches or MUST it move whatever distance it rolls?

They move 3d6. other wise it would state up to 3d6.

The rule reads "move 3D6", not "up to..."

I would think that this is cut and dry and it is the whole 3D6, not up to.

Its a fallback move also, which means that they may move through the unit they are engaged with, but if they are unable to complete it because of other enemy units or impassible terrain they are destroyed, same as the Deceiver's misdirect.

Not sure about that actually, someone verify?
