I found out that a AP 1 weapon that gets equal to the armour value of a fast moving skimmer pens. The rules don't say that a auto pen, glances cancel.

Example

Melta gun 8 inches away, hits, roles 5 and glances front armour but because of AP1 it pens.

What's your point? It's been long known that 1) AP1 weapons auto-penetrate, and 2) The Skimmer rule does negate this.

It is part two of what you said Dra that he doesnt get. If the skimmer moved more than 6" last turn it is now skimmer moving fast and the auto-pen is removed and its now glancing hits only. The Auto Pen ONLY works if nothing else is in place to force glance, be it hull do... I mean vehicle obscured, smoke launchers, skimmer moving fast, etc.

AP1 forces a pen when you equal their armor if no other effects take place.

Skimmers moving fast treat the hits as glancing, even if they're AP 1.

Obscured targets still have a chance to reduce the effect to a glancing hit.

All AP1 does is bump up glancing to a penetrating if you roll equal to the armor value of a vehicle.

Really, I wouldn't mind the rule even if it was the way Vaderhader thought it was. They have a 1 in 6 chance of actually scoring a penetrating hit, representing the possibility of some lucky sod actually scoring a solid hit on the moving skimmer.

But the current interpretation is better for my survivability, so... eh...

This is not how it goes. Take a melta gun for instance:
You're 8" away from a hammerhead gunship, you roll a three to hit, (hits), and roll a 5 to penetrate, normally this would penetrate a vehicle, as it is an AP 1 weapon, but skimmers turn all penetrating hits into glancing hits. You roll the "result" die as normal.
