Default Close Combat Lock Question

If someone was to deep-strike or consolidates right in base to base contact with my models, would they automatically be locked in close combat and unable to shoot? My friend says this, but I highly doubt that is true. Aren't you only officially locked when someone charges one another?

If he gets within 1" of you while deep striking, he dies. Point blank, that solves 1 of 2 questions.

If you Consolidate into btb contact then both units are locked in assault.

It doesn't count as charging, but he is in combat with you.

Hmm. That stinks. Is there any reason why you cannot shoot if in btb and no attacks have started? He hasn't hit you yet, so you could easily just take one shot off before he whacks you.

No, you're locked in combat with him already, even before attacks are done, so you can't move or shoot. It's painful, but a great reason to spread out a little.

Believe me, assault armies (my Tyranids and World Eaters) love this.
My buddy's Iron Warriors.... not so much.

It would be against the rules, and the main reason for that is so that shooting isn't an unbalancingly powerful aspect of the game. It's so that players with shooty armies have to put a bit more thought into their game beyond just nominating targets and rolling dice.

And thus the solution: space your squads out.

It seems that some Imperial Guard/Space Marines would have second thoughts about shooting into an assault, since there is a good chance of their weapons hitting their allies in the swirling combat. Now, we all know that the majority of the other races (Chaos, Orks, Tyranids, Necrons) would have absolutely no second thoughts about firing randomly into their own men and the enemy's alike, but it would be rather unbalanced if half of the armies of 40K could shoot into combat, while the other armies can't. It would unbalance the game, to follow the fluff here.
