I'm looking to start a new army just for fun, and I've always been a fan of Chaos. I'm looking to start small, and since I play mostly combat patrol I was just going to pick up a few small squads.

The thing is, I wanted to pick up some Noise Marines, but I can't find them for sale anywhere online other than the GW store. There isn't a store locally, either. Are Noise Marines not available from non-GW online retailers?

depends, you may have to ask specially about such units. I know my local store will only get in boxes of dark eldar on special request.

Most stores will only get specialty units on request. I always had to request my store to buy Iron Warrior sprues. Any chaos player is going to need boxes of CSMs so it would make sense to keep them stocked, but most chaos players won't have any Noise marines or just one squad. So unless there is a local EC player with deep pockets there would be no reason to keep noise marines stocked. Just request them to order some .

I made my Noise Marines myself. The bodies are mostly normal CSM, just arranged in the right poses (I have one performing ballet with a power sword ) and with the right details. The main problem are sonic weapons, I made ALL of them from greenstuff - they don't look like the original ones, so in my fluff they are special bioengineered creatures which emit deadly soundwaves (think X-Com Apocalypse). I can post some pictures if you like.

I can shed some light on the mystery: Noise Marines are not for sale anywhere! (At least not their good "full unit of sonic weapons" version) You will find kits of "Emperor's Children" Chaos Space Marines available, but there is only a single Sonic Blaster, Doom Siren, and a single Blastmaster in the box.
THe best way IMHO to get full squads of Noise Marines with Sonic Blasters and Blastmasters is to simply BITZ order the Sonic Blaster Arms from GW (or your online retailer of choice) and place them on normal CSM squads.
Alternatively you can do it the way that I did and combine the components from a box of Emperor's childern with a Box of Khorne Berzerkers (their legs make for dynamic poses) to make a total of 20 CSM, then add on your Sonic Blasters/Blast Masters from the Bitz order. (I did this becasue the old CSM boxes were pretty lame, but the new ones look good. *shrugs*)
