When a model explodes from this weapon do you need to roll a scatter for the blast template or does it stay put where the model was?

To answer the question initially - the blast does not scatter, the opponent gets to pick which model explodes and you work it from there.

So, to hit a model you will follow the BS rating of the Haemy normally and the wounding is normal too, it's just that the opponent can pick the model that gives him the least amount of damage - thats the draw back.
