First point, you cant take a punisher while on a reaver jetbike, unfortunately its a two handed weapon and you can only take single handed weapons on the jetbike (other wise you cant steer it) sorry about that.
I suggest just a standard power weapon, or agoniser.

thats what i thought at first aswell but the reaver jetbike entry has been replaced in the latest FAQ

it doesn't stop you from taking 2 hand weapons

I believe Black_ronin is right about the punisher, it makes for a good option on a reaver now. Since the entry has been replaced, it no longer states that you can't use a two handed weapon. I suppose it brings them more into line with space marine bikes which you can also you two one handed weapons on.
