You mean the Battleforce? If you want to get started really quickly, its not bad. Though it is a bit pricey and doesn't have much in the way of tank killing power, besides the raider, which won't last long anyway.

If you do get it, seperate the troops into one raider squad and one squad tricked out with dark lances.
I'd actually suggest getting the codex and figuring out what you want before buying any models.
Just my two cents.

Battleforces generally represent a good saving on buying the things seperately, and mostly have basic, useful stuff for your army.

Unless you're sure you don't want to use Reavers, then I'd advise getting the battleforce. But get the Codex first.

As with all Battle Boxes, if you intend to use everything in them then BUY THEM. Sometimes boxes like this have enough stuff that you can use loads of, so even getting two of them is not unwise.

If I was starting Dark Eldar, I'd get 2 of them, two extra bikes, and 4 warriors with Dark Lances.

10 Warriors with Splinter Cannon in a Raider
10 Warriors with Splinter Cannon in a Raider
10 Warriors with 2 Dark Lances
10 Warriors with 2 Dark Lances

6 Reavers
6 Reavers

Mail order the bits/ do conversions to get blasters in the reaver squads, maybe get some special weapons for the raider squads, then decide what HQ you want (could put a lord in one of the raider squads and make it his retinue, or mount him on a bike).

Then next I'd buy two Ravagers.

No I think its a bit too pricey for what it gives you. Useful, but too pricey.

Yeah, but it still costs alot, too much for most children to buy for what it gives.

I think the battleforce is worth buying if you have a use for everything in it. Price wise, it would cost you $145.50 for everything if you bought it seperately, but the question comes if you are going to use the bikes or not. I personally don't use bikes, so the set would be a huge rip to me, because I'd miss out on $75 worth of bikes. So all in all, if you play on using evreything in it, get it. It saves you about $30, but if you aren't, it's wasted money.

yeah, if you're not going to use the reavers, it's probably not worth it. you could try to sell them, but with the lack of DE players it might be tough.

I think that Reavers are a great unit though.
