I don't have the codex.

Where can I find the rules for the phonix lords?

In the codex.

Perhaps you should actually try looking at the codex before you ask questions like this.

You won't find many rules available online and when you do, most of the time, they are there illegaly.

maybe the Chapter approved as I have seen a Phoenix lord in WD. I was thinking they may have been updated.

Ok Aka the answer is that if you want to know the rules, get the codex, because tha's where the Phoenix Lords are (not Codex: Craftworld Eldar, the standard Codex: Eldar).

Alternatively you could borrow mine!
