i didn't think wraithguard were legal for a strike force..

anyways. i think the first thing i'd do is drop the jetbike squad and use the points to add more bright lance/starcannon vypers.

the council seems small for the points, i'd throw in maybe three cheap warlocks with augment.

finally, the support weapon battery has a range of 24 inches. i'd be tempted to bring it in through the wraithgate (positioned within an akward place near enemy lines) although if the support weapon battery cannot fire on it's arrival, i'd be tempted to scrap it for a starcannon war walker or two.

Now for the Run Down:
On the Table:
Seer Council
The Seer Council is a resilient unit now, and can concentrate on wreaking havoc on the enemy and Fleet of Footing to a good position. Hopefully within 12" of the enemy, then deploying the Wraithgate, then the next turn the Guardians pour out and pepper the enemy with BS4 Shuriken Catacpults (i.e. 120 S4 shots, 80 hit, 40 wound (on a marine) and the marine saves 25, 15 dead marines, or 1 Tactical squad and about half another one ;D ;D ;D) This ensures the assault teams (the BS Guardians, Seer Council) get set into the remainder of the army, supported by the guardians.

Black Storm Guardians
Both these units have a wraithgate, so they can help deploy the units onto the table as well. They can also screen the coucil (abliet this isn't to good in 4th ed) and could possibly move, deploy wraithgate and assault with the seer council.

Vypers With Bright Lances
These units should try to destroy any threatning enemy armour on the first and second turns. Then they should procede to kill toughies like Tyranid Warriors and Terminator Squads. They could Tag Team with the other vypers and Mince the highest targets of priority (and threat) before the Assault Teams engage in HtH.

Vypers with Starcannons
This squad is there to pepper the enemy infantry and distract from the seer council and BS Guardians as they deploy their Wraithgates, other roles are described above.

Dark Reapers
These guys should help the vypers mince infantry with their reaper launchers, deploy them carefully though, as they will not take any kind of an assault.

In the Webway:
ALLthe Black Defender Guradian Squads
These Squads Should be first out to clear the area of enemy troops, then they can procede to kill anything that seems to be a threat, and secure any objectives.

Howling Banshees
Sounds Strange but if these are in the webway and spring out at the right time, you can possibly make a devestating counter-assault on any enemies who try to support the Beleagured Squad which is under assault from the Assault Teams.

Rangers
These Guys could be a nasty surprise waiting in the Wraithgate for your enemy, they pop out and can assist the howling banshees.

War Walkers
These can replace the vypers roles if many are lost, yet they are fragile, yet very safe in the webway, use them as you see a need for them.
