Default Star Engines

I played a guy who turboboosted, and then tried to use Star Engines. I pointed out to him that you cannot do any voluntary action after turboboosting, but he said there was something that allowed star engines to do that, which he couldn't find. We decided he couldn't, but I'm wondering if there is something about star engines that allows turboboosting models the extra __ inches.

You're mistaking the Turbo-Boosting ability and a Fast Skimmer's Flat-out move. They're both 24" and ignore intervening terrain/models as well as conferring a cover save (on jetbikes at least...). Bikes Turbo-Boost, vehicles move Flat-out. The reason it says no the voluntary actions thing is pretty much to prevent 30" Assaults by Shining Spears, etc...

Well, the Codex (pg 44) just says

"It [the vehicle] may move an additional 12" in lieu of shooting, but troops may not embark or disembark that turn."

Furthermore the FAQ says:
"As long as the vehicle is allowed to move that turn, and does not shoot or embark/disembark troops, it may use its Star Engines."

I think that means you can move Flat-out and use Star Engines because the Serpent is allowed to move even though it can't (so doesn't) shoot.

Vehicles can't Turbo-Boost, and the speeds a vehicle moves at only affects how much it can shoot and what it gets hit on in CC.
