It was, he rolled a 5 for damaged structure points or something like that.
And it had 2 structure points left and it's void shields were down.

But its a great tactic, ramming a trukk (roughly 60 points?) into a Titan (1200?) and destroying it, I think you can say it made its points back...

ANY vehicle can ram, be it skimmer, tank, or trukk. the only thing is a tank gets +1 due to its mass, plus whatever distance it traveled like normal

Its not a tank, but it can still ram.
Being a tank just adds +1 strength to the hit.

No it can't. Ramming is a type of Tank shock, the reason it gets extra if it is a tank is because if you are on the recieving end of a ram you can still be a normal vehicle or a tank. the first sentence of the ramming rule is that ramming is a type of tank shock. Tank shocks can only be performed by tanks, therefor only tanks can ram.

Ramming is a specific feature of tanks, as it is in the "Tanks" sub-section of the Vehicle rules. There is some debate as to whether a Trukk with the Reinforced Ram can perform a ramming move, however. If you want to get technical, Ramming and Tank Shock are seperate entries under the Tanks section, and while Ramming is described as a special tank shock, the rules for it are removed from the Tank Shock section and placed on their own. The Reinforced Ram only specifies it allows the Trukk to perform a "Tank Shock", so it's up for debate whether Ramming is allowed.

Personally in a friendly game I'd allow it, if just because it jives fluffwise (It's a Reinforced RAM for pete's sake!) and I don't see it being a big concern for balance.
