I use GIMP for graphics editing, it's very good considering it's completely free. Not sure about free publishing software other than OpenOffice (or Neo...).

Publishing to PDF can be a separate thing. You can usually install 'virtual printers' that create a PDF file instead of sending it to a printer, so creating a PDF is as easy as printing it. For Windows there is CutePDF and PrimoPDF which are good and free.

Thus, the PDF creation can be done separately to the content creation.. as for what to use for that part on mac, I have no idea.

There is a rather irritating way to get them across to PDF. I remember you have access to Photoshop, and as far as I remember, Photoshop can export as PDF, so if you can get it across to Photoshop (if worst comes to the worst, you can use screen dumps at 100% zoom and then stitch them back together).

so why, in that case, wouldn't you simply do the lot in photoshop?

it has text tools...formatting shouldn't be too difficult, as long as you take a graphics-mided approach, rather than a text approach
