Default Land Speeder Commander - Experimental Rules

It was a while ago now when the idea hit me - why not create a SM Commander with a Land Speeder? Obviously this would be a unique model, one best suited perhaps to the Raven Guard or a similar chapter. I have created some experimental rules for this special character, as listed below:

Commander Citus
Space Marine Master
Wargear:
Land Speeder Tornado with Heavy Bolter+Assault Cannon
Iron Halo
Master crafted power sword
A pistol, either bolt or plasma, haven't decided yet
Terminator Honours
Purity seals
Points cost: 180 pts

Special rules:

"Drop me here, brother."
As long as the Land Speeder has not moved more than 12" in the movement phase, Citus may disembark from it using the normal disembarking rules for transports. The entry/exit point is, fairly self-evidently, immediately next to his seat.
"Crew shortage"
Citus occupies the right hand seat of the Land Speeder (the one with the Heavy Bolter next to it). While in the Land Speeder he may fire the Heavy Bolter as normal, but while he is disembarked/dead the Land Speeder may only move and fire the Assault Cannon.

Of course these rules are only in the experimental phase, as for one thing I have not got around the problem of modelling the Land Speeder without Citus in it, and you may think that the rules are inbalanced. Please post me any suggestions!

He cannot move from there (getting out of a hovering Land Speeder takes time) but may shoot, charge and make close combat attacks as normal.

If you use the 'Classic' Land Speeder model, the crew come seperate to the vehicle, so you could remove Citus at will. Plus, the classic model looks cool...not like the flying dodgems currently in service.

well they gave them jump packs land raiders and bikes why not give them land speeders!!!

then the chaplain will get a land speeder and a librarian would get one too!!!!

It's rumored that there will be a master of ravenwing able to use a land speeder in the new Dark Angels codex.

Indeed, just use the current rules for the Master of Ravenwing in speeder. Its already balanced, and works quite well.

I suppose the Dark Angels Codex would have the rules...

Well so much for an original idea. There was me thinking this hadn't been done before. Ah well, it seemed like a good idea at the time.

Great idea but you say more than 24", it can move up to 24", make that 12" and use the transport rules for embarking and disembarking.
