Default Codex: Pestilian Empire (Fluff and Army Rules)

Far on the Eastern Fringe lies the planet of Pestilia, an arid wasteland of a planet. Ravaged by disease and collapsing ecosystems, the once-beautiful planet has lost all but few of its animal species to a disastrous widespread plague that took place centuries before. The dominant and most intelligent of the species are the Pestilians, a humanoid xenos standing at around 5 feet, 8 inches tall. Their immunity to the epidemic, which they called the Holy Plague, and their taming of the parasitic species that started the pandemic led to their continued survival on the planet.

When the Holy Plague took place, the Pestilians were still in their classical period, using primitive weapons such as slings, spears, javelins, and flails. As the Pestilians saw all of the animals around them diseased and dying while they stayed perfectly fine, they realized that they had to be graced by an unknown force, a deity. Their new monotheistic religion worshipped their god of disease, Plagus, who blessed the Pestilians with immunity to the Holy Plague.

As the Pestilians became more advanced technologically, discovering electricity, using their tamed parasites, known as Blights, as servants of war, and discovering how to develop biological and chemical weapons. A Plague Marine scouting party encountered Pestilia, hoping to spread disease to it. When they landed on the surface, they were surprised to see the whole planet ravaged by plague. As they closely watched the Pestilians, they realized that they were immune to the plague, and would be unable to be diseased at all. Grandfather Nurgle attempted to possess some of these xenos, and realized they had barely any warp presence at all. With an immunity to possession and disease, he believed they would become a great tool for him to use to gain dominance over the other Chaos gods and eventually defeat the Imperium. Because of this, told the marines to greet the xenos and tell them of His power. The Pestilians learned all of Nurgle, and quickly believed that it was him that blessed them with immunity. The Plague Marines also showed the Pestilians their technology, and gave them a sole boltgun as a gift, so they could hopefully recreate them.

Once the scouting party departed, the Pestilians went into a Golden Age. They quickly invented computers, perfected the use of biological bombs, created an advanced space program, and modified the boltgun as a prototype biological firearm, which would soon be made for mass production. It was also in this era that they discovered that the Blights, when liquefied, would make a fuel similar to petroleum, but with much more efficiency, MUCH more power, and with only noxious gas as a byproduct. With this Blight fuel, they could power starships that, with only a drop of the fuel, coupled with a more primitive form of warp technology, travel several thousand lightyears in very little time. This let them colonize nearby star systems and eventually come into contact with the Imperium.

The Pestilian Empire was extremely small, consisting of only half a dozen star systems, a fraction of that of the Tau Empire, but still caused a concern for the Imperium. They knew what rapid expansion the Tau Empire had gone through, and did not want this to occur with another xenos. The Ordo Xenos instantly called for a small crusade against the Pestilians to defeat them before their technology became advanced enough to cause problems.

Three regiments of Imperial Guardsmen launched an attack on the outer Pestilian colonies. When the first troops landed, they instantly took over the planet. However, as a week went by, the troops began to fall incredibly ill, and, within a few days, died. A vast plague of nothing they had ever seen before erupted within the regiments. It spread to all regiments, killing over half of the entire force. The commanders, who did not become infected, instantly called for a retreat. The regiments were sent into quarantine, and all died within a month. Humans had no immunity against the epidemic, no serum to cure it, and no vaccine to prevent it . After this failed crusade, the Imperium decided to ignore the slightly primitive race, but the Ordo Xenos still had a keen eye on them, learning of their worship of Nurgle and their immunity against the plague. They knew that eventually, the threat would need to be eliminated, or else a widespread plague could spawn in the Imperium if they are allowed to live for much longer.

Plaguegun

Notes: Causes pinning.
Plagueguns use the same exterior design as a Boltgun, but the firing mechanism is altered to fire a special kind of round. These rounds contain a toxic fluid that escapes out of the round when it impacts an enemy. The venom sinks into the wound and begins to eat away at the tissue. This makes it stronger, and can stun the enemy out of pain.

Epidemic Flail
Notes: Counts as two-handed power weapon that always wounds on a 3+.
Epidemic Flails are power flails embedded with spikes tipped in a powerful toxin. The toxin makes it easy to wound even the toughest of monsters.

Despot Hammer
Notes: Two-handed power weapon that gives +2 S and always strikes at initiative 2. Despot's Leadership range is increased to 12''.

Blight Rifle

S: X AP: 5
Notes: Always wounds on a 3+.
The Blight Rifle is a variation of the Plaguegun. Instead of a poisonous round, it shoots a round filled with compacted Blights. If the round hits, the Blights escape through small holes in the round and infect the victim with the Holy Plague.

Notes: Always wounds on a 3+. Counts as S7 against vehicles.
A much heavier version of the Blight Rifle. The round is much larger, can pierce armor, and is filled with more Blights.

Pestilian Missile Launchers shoot simple explosive missiles, anti-tank tactical missiles, poison-filled missiles, and Blight-filled missiles. It makes it a very versatile weapon, but it is very heavy.

Plague Gattling Gun

A heavier version of the Plaguegun, it has three barrels that shoot Plague rounds at an amazing rate of fire.

Blight Heavy Artillery

Notes: Always wounds on a 2+ against non-vehicles. Counts as S8 against vehicles. Melta.
Blight Heavy Artillery is a cannon even heavier than the Blight Cannon. It shoots a special round that disintigrates any form of armor. With the armor gone, the Blights can eat through bare flesh and infect major organs, which can mortally wound nearly anything easily. The rounds can also cut through vehicle armor with ease, especially at close range.

Blight Mortar
Heavy 1 Blast Barrage
Range: G48'' (G12'' minimum range)
S: X AP: 5
Notes: Always wounds on a 4+.
A variation of the Blight Cannon, the Blight Mortar fires a round that scatters millions of Blights over a small area. This round is shot up and rains down upon the enemy.

Plague Shellgun
Rapid Fire
Range: 24''
S: 4 AP: 3
Notes: Causes pinning.
Plague Shellguns are Plagueguns that shoot a modified round. The gun shoots an explosive shell with a poisonous center rather than a standard stub round. This shell is similar to Bolter rounds, but the blast is more concentrated and can pierce armor more easily.

Notes: Gives -1 WS or -1 BS to an enemy unit for one turn that takes casualties from this.

Pestilian Grenade Launchers shoot fragmentation grenades, tactical grenades, poisonous gas-releasing grenades, disease-releasing grenades, and nerve gas-releasing grenades.

Poison Gas Cannon

Notes: Causes pinning.
Poison Gas Cannons shoot poisonous nerve gas. This gas cannot cut through armor very well, but can be hazardous to whoever is exposed to it, can stun the enemy, and is perfect for engaging enemies in cover.

Poison Grenades
Notes: Attacks from a model with this will cause pinning.
Poison Grenades exhert a toxic gas that can blind the enemy and cause them to suffer pain. This can stun the enemy.

Nausea Grenades
Notes: Casualties taken by a model with these receive -1 WS or -1 BS.
Nausea Grenades exhert nerve gas that affect the nervous system of the victims. They lower the victims' motor skills temporarily and make them hit you less likely.

Germ Grenades
Notes: Models with these have the Nurgle's Rot special rule.
Germ Grenades release Blights that infect the enemy with disease.

Biohazard Bomb

S: X AP: 3
Notes: Always wounds on a 3+. One use only.
Biohazard Bombs are similar to Blight Missiles, but are much more powerful and are portable. They have a large blast radius, unlike Blight Missiles. A larger blast radius also makes it less concentrated, so it does not wound as well. They are in limited supply, however, so a Pestilian is usually only equiped with one.

Standard of Pestilia
Notes: Makes the squad with the standard able to reroll morale checks.
Standards boost the morale of the troops near it. They have the emblem of Pestilia and Nurgle printed on them.

Blight Armor
Note: Gives a 2+ save and confers Nurgle's Rot.
Blight Armor is modified power armor that has trillions of Blights attached to it that absorb damage, and can infect the enemy with the Holy Plague.

Special Rules:
Fearless: Pestilian Despots are completely fearless.

Absolute Authority: Despots have absolute authority over their armies, and often show this power by making their own troops fear them and fight to the death. Any friendly Pestilian model within 6'' of the Despot may use his leadership for morale checks and pinning tests as long as they are not falling back.

Execution of Rage: When Despots see their own men attempting to run away from the enemy, they become incredibly angry and approach their men with the intent to kill. Sometimes, their morale will be so weak that they will keep running and will die, but otherwise the Pestilians will run back at the enemy with full force to please the Despot. If there is a Pestilian Despot within 6'' of a friendly unit falling back, the unit falling back must make a rally test, even if they are under half strength. If failed, they will be wiped out as if it were a Sweeping Advance, representing the Despot killing every last member of the fleeing troops. If successful, they automatically rally and must instantly move 6'' toward the unit they ran away from. If within charge range, they must charge. They gain the Furious Charge rule for this turn only.

Independent Character: All Pestilian Despots are independent characters.

In the ancient times of Pestilia, all-powerful despots reigned over different kingdoms on the planet. To this day, the tradition is kept, except despots are now both politicians and generals. The only way to become a despot is to kill the previous despot in an honorable duel, or to be chosen by a despot on his deathbed. When they kill to get the position, Nurgle priests reward them with ceremonial hammers to show their supreme, absolute power.

Options: High Priests of Nurgle may be accompanied by a unit of 5-10 Nurgle Zealots.

Special Rules:
Religious Fury: When a High Priest preaches to troops about Nurgle, he does it in such a manner that it fires up the troops and makes them vicious. A unit joined by a High Priest receives the Furious Charge special rule.

Preaching: When the squad he joins runs away, a High Priest will preach to them to make them stop running. When rolling to rally, the squad receives a +1 Ld modifier.

Independent Character: Unless joined by Nurgle Zealots, a High Priest is an independent character.

High Priests are the most powerful Pestilian clergymen. A vast majority of these priests are followers of Nurgle, while some even follow the Pestilians' old god, Plagus. High Priests accompany troops into battle to boost their viciousness and keep them from running. They do this not by force, but through preaching.

Fearless: Nurgle Zealots are so religious that they will not stop until death to fight.

Sometimes, some Pestilian soldiers will be so deeply affected by a High Priest's preachings that they vow to join him until death. These zealots will stop at nothing to serve their priest and Grandfather Nurgle.

good balanced stats true to life, but why does everything begin with plage, epedemic etc etc etc. That asid i like it! ;D

Wow. It takes alot of creativity, time, dedication, and caffine to build a codex this good. Well done.
