I'd rate it about a 4. If nothing else, clean the mold lines, they can ruin even the best painted model.
I agree with Skullcrafts, wash colors with the appropriate wash. As a fellow Ork player, I know the pain of having to paint so many of these but you can honestly get much better results with just a bit more work and not much more time. Your current 'wash' is ok if you want a really fast method but at least mix in some dish detergent to help break the surface tension. I can see it pooling up on his right glove and the bottom of the gun. You would be better served buying, if an option, the
GW washes and breaking it down color by color.
With my Orks, I give them the base color, a slight highlighting and then wash each color with the appropriate wash. The results are good and it's quick to do. If you work on 3-4 Orks at a time, by the time you've washed the last one, the first is about dry and you can do the next color wash.
